Neighborhood Friends. I recently received the following announcement concerning POPS, an Arlington-sponsored park planning initiative. I have a high level of cynicism about anything coming out of Arlington government, still, hope springs eternal ... and perhaps this initiative is not preplanned against Rosslyn residents.
