I include below a couple of messages posted on the Arlington Parks Watch site concerning a proposed boathouse below Key Bridge. To summarize the comments: the current 'preferred alternative' replaces a lot of green with a lot of asphalt. Mark Antell ------------------- Audrey Clement's comments on the Arlington Boathouse Environmental Assessment: "I am thirty year resident of the Washington, DC metropolitan area and an inveterate kayaker, having boated on the Potomac River for more than twenty years. So I welcome the prospect of a boathouse on the Virginia side of the river. However, I adamantly oppose the preferred alternative--Alternative C--which entails a construction of an administrative facility on a wooded lot adjacent to Key Bridge, Lynn Street and Lee Highway for both safety and environmental reasons. First, the intersection of Lynn Street and Lee Highway is already congested especially during rush hour, making the area hazardous for bikers and pedestrians. Construction of a facility in such a built up area is a prescription for traffic nightmares. "Second, building on this lot removes one of the few remaining wooded areas in Rosslyn, impacting wildlife and further exacerbating poor air quality. It is also unnecessary inasmuch as there is ample office space in Rosslyn with which to locate an administrative facility. Alternative D is the location with the fewest environmental impacts. If boating enthusiasts reject that alternative for want of Metro access then they should be ready to compromise with Alternative B, which gives them the boat access they need less the extravagance they want." The public comment period will end on Monday, July 30, 2018. The website now contains a link to the actual EA ( https://parkplanning.nps.gov/s...11%2Epdf&sfid=333008) and to an appendix that addresses transportation-related issues for each alternative (https://parkplanning.nps.gov/showFile.cfm?projectID=13418&MIMEType=application%252Fpdf&filename=EA%20GWMP%20Arlington%20Boathouse%5FAppendices%2Epdf&sfid=333007). There are three "Action" alternatives and a "No Action" alternative (Alternative A). Alternative C (Combination Upper and Lower Rosslyn Sites) (beginning on page 20 of the EA) proposes the conversion of the County's recently acquired woodland to use as a "support building" and parking facilities. The main boat storage area would be on NPS property near the Potomac River shoreline, directly opposite Theodore Roosevelt Island. Alternative B (Lower Rosslyn Site) (beginning on page 15 of the EA) locates all of the facilities near the shoreline opposite Theodore Roosevelt Island in the same location as is the main boat storage area in Alternative C. Neither Alternative B or C proposes a new bridge over the George Washington Memorial Parkway. Alternative D (Gravelly Point Site) (beginning on page 24 of the EA) proposes the construction of a boathouse near the site at which people presently watch airplanes taking off and landing at National Airport. This site has the smallest adverse environmental impact of the three "Action" alternatives, Arlington's DPR and boating advocates oppose this alternative because it is not near a Metro station and because of water conditions.
