MINUTES OF THE MEETING
NORTH ROSSLYN CIVIC ASSOCIATION

November 3, 2002


1. CALL TO ORDER.

Ken Marcus called the meeting to order at 7:00pm. Mr. Marcus thanked Stephanie Benefield and the Atrium for hosting the meeting. All attendees then introduced themselves.

2. READING OF MINUTES.

Stephanie Marcus read the minutes of the previous meeting held October 20, 2002. The minutes were unanimously approved.

3. REPORTS ON RECENT DEVELOPMENTS.

David Briggs reported on the proposed Business Improvement District ("BID") currently under consideration in Rosslyn and announced the December 7, 2002 County Board Meeting to discuss the formation of the BID.

4. BYLAWS.
Stan Karson, President of RAFOM, described his organization's structure and bylaws.
The exploratory Committee considered the revised bylaws prepared by Mr. Marcus to reflect the changes and additions made during and subsequent to the prior Committee meeting.
Paul Derby and David Briggs proposed amendments to the bylaws that were approved by consensus.
The Committee approved the bylaws by a majority vote.
5. DUES.
David Treworgy, Treasurer of RAFOM, described his organization's dues structure.
The Committee established the annual dues of $10 by unanimous approval.
The Committee agreed to table a proposal to establish a premium dues level.
6. NEXT MEETING.
The date of the next meeting was set for November 17, 2002. Stephanie Benefield offered to have the next meeting in the Atrium's community room.
7. ADJOURNMENT.
All business having been discussed, the meeting adjourned at 8:35pm.
