NRCA General Meeting Thursday, April 20, 2017 Holiday Inn, Rosslyn. 7:00 p.m. to 9:00 p.m. 1. Meeting is called to order by Sylvia Kendra, President of the NRCA. 2. Ms. Santya Lanman and Mr. Victor Carcamo of the Rosslyn Business Improvement District (BID) present to the membership. The BID has made a pet garden on Kent Street in front of the Waterview. They have also been doing public feedback on transportation planning. They had an online survey, street survey, and a workshop on March 4th with 10 groups to work on 6 "problem" intersections. Came up with suggested short and long term solutions. Short-term fixes include new paint, and street markers. There will be increased police presence for a 6 week pilot program to mitigate panhandlers. Holding "April Arts & Beats" with local artists and local shops in the community. May 17th we will bring back Farmers Market with local farms from 4-8pm – this will cater to everyone, workers and residents. Every Thursday they will be hosting a “Rosslyn Rocks” event where drink profits to go to ASPAN. Also have pub in the park starting June 9th. There is a timeframe for short term solutions to the Lee and Lynn intersection by fall. 2. Treasurer report by John Hummel. End of March NRCA had $1,300. Major expense is $23 per month for web hosting services. A pitch to increase membership dues by 1) engaging local businesses 2) host parties - potentially at the observation deck. 3. Urban Design Committee Report. APA will be redeveloping Queens Court at 18th and N Quinn to a large residential unit. 25% reserved for low income 40%-50% for median income, the rest left for market rate. Where there used to be a wall on Key, there will now have vertical elements and new entrances.. Key and Nash the developer will put back the right of way. New bike racks at the western end of the property so you don’t have to do the stairs.. Fire Dept No. 10 will be moved. Construction is beginning on site for the school.. Central Place has started leasing – they have 45 units leased. All units are rental with terms starting in January. Looking to attract a white table restaurant on the first floor.. City Center – Metro Mall. Not tearing down yet but doing a significant facelift for new retail. Putting escalator to the street with glass so you can see access to the mall. Better ADA access. Better connectivity to the skywalk. 4. Ms. Terri Prell presented on behalf of the Arlington County Civic Federation. Last meeting there was discussion on solid waste removal solutions. Proposal will cost $100 M but will move underground to produce methane and power the ART Buses.. Two neighborhood have had lawsuits in their area that could have potentially implicated the civic association i.e. pawn shop debacle. $1,500/year for insurance. Almost no other group has insurance..June meeting will get a legislative update from delegates..Ms. Prell advances a Motion to support a farmers market with music at Central Place – Ms. Nicole Merlene seconds – unanimous vote in favor. 5. Ms. Kendra discusses 2017 planning. Would like members to forward the template email to your neighbors in effort to increase membership. Waterview membership has volunteered to help with website upgrades. Implore to other civic associations for business rates for membership. 6. Small modification to the minutes. The county staff present several options for the future of the waste removal facility. No decisions have been made at this time. The $100 million was the cost of one of the suggested optimal solutions, not a current plan. | |||
