Second District Monthly Crime Report (North) August 1, 2013 through August 31, 2013

Significant Incidents:

Tampering with Auto with Apprehension: 2800-blk North Pershing Drive 08/02/13
At 02:01 am hours, Lt. Pilco observed suspicious circumstances in the area of North Pershing and North Fillmore. A parked vehicle had an open door with no one present.
Lt. Pilco approached the car and a male subject exited through the open door. A wanted check revealed an outstanding arrest warrant. Further investigation determined that he had attempted to steal items from inside the car. Auto squad detectives were notified. Warrants were obtained for Tampering, Felony Habitual Larceny, and the outstanding warrant was served. The suspect is being held with no bond. (McClaugherty, Horner, Sirinek, Gomez, Obeirne, Chamberlain, Det. Tabibi, Det. Dengeles, Pilco)

Suspicious device /Clarendon and North Pierce Street 08/04/13
at 02:46 am units responded to Clarendon and N. Pierce St. for a suspicious device. The device was sitting on a bus stop bench. Responding officers identified that the device was suspicious and cordoned off the area. A perimeter was established, traffic was diverted, and the ACFD Bomb Squad was deployed. K9 also responded and conducted a secondary device sweep. A controlled disruption was conducted by the bomb squad. The device was suspicious in nature but not an explosive device. The area was reopened at 0538.

Burglary, 08/01/13, 2200 block of Wilson Boulevard. Between 4:02 and 4:09 am on August 1, unknown suspects removed the locking mechanism from the front door of Dunkin Donuts to gain entry to the store and stole money from the cash registers. Police have recovered the surveillance footage and the investigation is ongoing.
This Commercial Burglary appears to be related to a number of other Burglaries of Dunkin Donut stores in the Northern Virginia area. ACPD Detectives are working with Alexandria and Fairfax Police on these cases.

Eluding/Obstruction/Arlington Blvd. & N. Meade St. 08/11/13
At 21:57 pm Officer Manning attempted to stop two subjects riding bicycles eastbound on Arlington Blvd. After activating his lights the suspects fled in opposite directions on bike paths. Officers responded immediately to Key Bridge to shut off an avenue of escape. One suspect was located in the area and taken into custody (without a bicycle). He was positively identified by Officer Manning. A K9 track was not viable due to heavy pedestrian traffic. CID was notified and the investigation is ongoing. (Multiple units from Frank & Delta Squads)
Additional investigation led to the bicycle being found in Gateway Park and it was also learned that it had been stolen along with another bicycle from 3625 North 10th Street

Felony Strangulation, Assault and Battery, Unlawful Entry: 1422 N. Garfield St 08/18/13
Units responded for a report of a female being attacked by a male suspect. Two females witnessed an intoxicated male wander into their yard from the Clarendon corridor. The two females did not know the male and asked him to leave. The male knocked one female to the ground, and began choking her. The second female tried to help her roommate and was also knocked to the ground and placed in a headlock by the male. Citizens in the area heard the screams and were able to pull the male away and hold him until police arrived on scene. Warrants were issued for Felony Strangulation, two counts of A&B, and Unlawful Entry. The suspect was held on no bond. (Staley, Ahn, Rodriguez, Hawkins)

Robbery 800 Blk of N. Barton St. 08/24/13
Units responded for a robbery of a cell phone. The victim reported that she was walking home when a male suspect, in his late teens or early twenties, ran up from behind her and attempted to grab the cell phone from her hand. She initially struggled with the suspect until he told her to give up the phone or she would be hurt. The victim released the phone and immediately ran home. There was a 30-minute delay in reporting the incident to police. (Rodriguez, Snook, Smithgall)

Robbery by Force: 1300 block of N. Danville Street 08/28/13- At approximately 2056 hours units were dispatched to the 2700 block of Clarendon Blvd. for the report of a robbery. Investigation revealed the female victim was walking to her vehicle after leaving her part time place of employment. The victim was talking on her cellular phone when she was approached from behind by two males who grabbed her throat and arm and stole her purse. The victim was able to get into her vehicle and follow them a short distance. The suspects were last seen running north on N. Barton Street. K-9 Torpy responded and attempted a track but was unsuccessful.

These two above cases may be related. CID detectives are working on these and have possible suspects. Additional investigation is required before any charges can be brought.

Bicycle Theft Crime Trends in Arlington County
Police Needs Your Help in Reducing Crime

ARLINGTON, Va. – Recent data shows that bicycle thefts are at an all-time high in Arlington County and the Police Department is asking the public to join in the fight to reduce this trend.
Sixty-seven bicycles were reported stolen in July 2013 and police have been aggressively working to reduce the number of incidents. Residents can do their part too by following a few simple steps:
• Register your bicycle with the Arlington County Police Department at http://www.arlingtonva.us/depa...cle_registration.asp . You will receive a decal that may be a visible deterrent to theft. Your bicycle information will also be on file should become a victim
• Take a photo of your bike and record the serial number. Also, list distinguishing features and save the file to your computer or email account
• Always lock your bike’s frame and wheels with a high quality modern U-Lock
• Remove all detachable items such as lights and bags
• If you are a victim of bicycle theft, post the theft as stolen online in an attempt to locate it
• Always file a police report with ACPD

Citizens should be reminded to call the non-emergency line if they observe suspicious behavior around bike racks. A police officer will respond to the area and determine if a crime is being committed. ACPD has recently been able to identify and arrest at least six subjects in connection to bicycle thefts across the County. One of the subjects, Michael Cullen, 42, of no fixed address, pled guilty this past week to nine felony counts related to bicycle thefts.


Crime Prevention Tips:

Arlington Public Schools - Tips for Students Walking to School or the Bus Stop
• Choose the safest route from your home to the school.
• Select a route that is most direct and has intersections with crosswalks when possible.
• Leave on time for school and/or in plenty of time to arrive at school or the bus stop.
• Stay on the sidewalk and be aware of traffic in the area.
• If there is no sidewalk, walk and stand facing traffic.
• When near the street, don’t push, shove, or chase other students.
• Students should not wear headphones or text while walking, as they may not hear the sounds of oncoming traffic.
• Cross the street safely:
• Stop at the curb or edge of the street.
o Look left, right, left and behind you and in front of you for traffic.
o Wait until no traffic is coming and then begin crossing.
o Keep looking for traffic until you have finished crossing.
o Walk, don’t run across the street.
o Obey traffic signs, signals and school crossing guards.
o Cross roads in crosswalks instead of making mid-block crossings.
• Be aware of drivers in parked cars that may be ready to move.
• Look for cars that may be entering or exiting driveways or alleyways.
• Do not enter the street from between parked cars or from behind bushes or shrubbery.
• Be extra alert in bad weather.
• Wear bright colors so that motorists can easily see you.
• Wait for the school bus at least 10 feet from the road and further away if the weather is bad.
• Never accept a ride from people not arranged or approved by your parents.
• Develop a buddy system and always walk in groups of at least two or three.
• If possible, an adult or older student should walk with young children.
• Students should not take shortcuts or cut through alleys, private property or across vacant lots.
• Students should immediately report anyone suspicious to an adult – a parent, school personnel or the school resource officer.
