Monthly Board Meeting
February 20, 2014


The meeting was called to order by President Jennifer Zeien at 7:30 PM. Board members in attendance were Jennifer Zeien, Paul Derby, Katie Elmore, Landis Jones and Sylvia Kendra.

1. 2014 Board Roster:
The board elected directors to fill the following officer positions:
- Jennifer Zeien, President
- Katie Elmore, 1st Vice President
- Terrance Brown, 2nd Vice President
- Paul Derby, Treasurer
- Sylvia Kendra, Secretary
- Landis Jones, Director-at-Large
- Mark Antell, Director-at-Large

2. Treasurer’s Report was distributed by Treasurer, Paul Derby
Feb 2014 beginning balance: $1,054.32
Total Activity: Credits: $247.64, Debits: $59.25
Ending Balance: $1,242,71


3. Happy Hour Update at Amuse
Katie Elmore reported on the January 31 NRCA Happy Hour at Amuse. We had a very good turnout and hope that turnout is even better at the next one. No date set yet, but we hope to have it at the new Heavy Seas restaurant.

4. NRCA Desired Community Benefits List
Jennifer Zeien distributed the draft list of community benefits to the group.
Pros & Cons related to skywalks were discussed. Skywalks were originally designed to keep pedestrians above the streets and thus allow traffic to flow smoothly through Rosslyn. Opinions regarding skywalks have changed as skywalks age and need maintenance – and there is a growing demand for street level, walkable areas.
It’s important to find a balance between the continued need for efficient vehicle traffic flow, and accommodating the growing pedestrian population.
Katie Elmore agreed to finalize the list with the following guidance:
• Reword the child / teen friendly verbage for First Priority, on-site
• Add item #11 from previous lists related to Pedestrian Right of Way from Colonial Terrace to Key Blvd (through the apartment complex).
Remove the first item on the list “Underground utilities of adjacent neighborhood…” and bring it up at the next Arlington County Site Plan Review Committee (SPRC) meeting

5. Urban Design Committee Update
Jennifer Zeien updated the group on the latest Urban Design Committee meeting. The principal discussion focused on the committee's community benefits list, which was harmonized with a draft NRCA Community Benefit List. Members also heard updates on the 1812 North Moore and Central Place construction projects.

The Next NRCA General Meeting will occur on March 20, 2014 at 7:30 pm in the Turnberry Social Room, 1881 N Nash St. Anthony Fusarelli, Planner with Arlington County will present the Draft Rosslyn Sector Plan Update (Realize Rosslyn).
