The meeting was called to order by President Jennifer Zeien at 7:30 PM. Board members in attendance were Jennifer Zeien, Paul Derby, Katie Elmore, and Mort Friedman.

A motion to approve the minutes of the January 31, 2013 General Meeting without change was made, seconded, and approved unanimously.

Paul Derby presented the Treasurer’s report. The NRCA has only 21 paid members. We are seeking memberships from the local residents associations. The Dakota and Highview residents associations have paid their dues to the NRCA; Highgate and Turnberry Tower have been billed; Roa Lynn will solicit dues from the Atrium residents association; Katie Elmore will ask Summit Management to pay dues on behalf of the Rosslyn Metro apartments. The current membership and financial statements have been posted on the NRCA website.

Mr. Derby and Jennifer Zeien met with Anthony Fusarelli and others in the County’s Department of Community Planning, Housing and Development, regarding the Rosslyn Sector Plan. The NRCA representatives expressed their uncertainty regarding the meaningfulness of the planning exercise. Residents can express their views regarding planning for the Rosslyn core through the Realize Rosslyn website, http://sites.arlingtonva.us/ro...39829254150390625000.

The Turnberry Tower shroud has not been repaired. Turnberry residents at the meeting were uncertain as to whether the developers could be compelled to pay for the repair. Notwithstanding some claims made at the meeting, Turnberry Associates still exists. Evidently neither the residents nor the developer has accepted responsibility for replacing the shroud with material that will last. At some point, it may be necessary for the County to issue a citation.

As a consequence of our efforts to make residents more aware of the imminent removal of the escalator from the Metro mezzanine to the Skywalk, more letters have been sent to the County, but there is no indication of any change in their plans. Katie Elmore received a mixed response from escalator users when they were informed of the County’s intent.

The NRCA participated in an effort by prominent Arlington County citizens to raise awareness of the County Board regarding the value of the Wilson School property. Twenty-five affected citizens were present at the February public comment session of the County Board, where
Paul Holland gave remarks on their behalf. Former NRCA Board member Paul Mulligan also offered a comment. The future of the school is still uncertain.

There was some discussion regarding apparent plans by AHC, Inc. to reopen their proposal to redevelop the Key Boulevard Apartments site. Mr. Derby suggested that we post our thoughts regarding the earlier AHC plans for the site on the NRCA site to get the message out to our community. He noted that the NRCA site is also followed by County staff. A more general discussion of mechanisms for keeping our membership better informed followed, in which Ms. Elmore suggested that we promote our Facebook page more effectively.

Visitors and members from Turnberry Tower asked how the NRCA works, how it is chartered, and what it does. Their questions were answered by Board members and other NRCA members in attendance. The Board members offered to visit Turnberry again to answer their residents’ questions.

Monday Properties, the developers of the property including 1400 Key Boulevard and 1401 Wilson Boulevard, will present their plans to a General Meeting of the NRCA, once they are filed with the County; this may happen in May.

The Site Plan Review Committee for Rosslyn Plaza is scheduled to meet during the week of March 25.
