Attach are the crime statistics for February 2015.

24 Beat covers all of the North Arlington part of the 2nd District to include Clarendon, Courthouse, and Rosslyn. 48/49 Beat covers all of the South Arlington part of the 2nd District from Crystal City to the area around Oakridge/Gunston Schools up to 395.

24 Beat

As the attach document indicates, the reported crime in the 24 Beat jumped 41% based on the five (5) year average. The average number of reported incidents in this geographic area during February over the last five years is 48 and we had 67 incidents reported this year. The biggest increase continues to be property crimes and primarily theft from vehicles. The thefts are primarily in the Rosslyn area garages. The increase in theft from vehicles went up from an average of 12 to 32 this year. This by itself accounts for the jump in the numbers of incidents reported.

As indicated in a prior email, we had officers working surveillance in the area for approximately three week time period. In the early morning hours of February 28th, one of our officers recognized a suspect that had been developed from photographs from two other larcenies. The individual was followed and taken into custody as he attempted to steal by our officers. Based on his method of operation, we can account for approximately 50 different larcenies in the Rosslyn area. Additionally, on February 27th, another individual that was wanted for breaking into vehicles in the Rosslyn/Courthouse area was extradited from Washington, DC and booked on our charges.

48/49 Beat

The reported crime in the 48/49 Beat decreased by 17% based on the five (5) year average. The average number of incidents reported in this geographic area over the last five years is approximately 78 and we had 65 incidents reported this year. Of the 65 reported incidents, 39 were shoplifting cases where individual stores at the Fashion Center and the surrounding shopping centers have been effective in detecting and apprehending shoplifters.

There were two reports of rape in the Crystal City area. The victims in both cases knew their assailants and at this time, one is in custody and a search warrant was executed in the other one’s residence.

As reported last month, we had been dealing with a burglary series in the 1400-1600 block of S. 28th Street. There had been a break in the burglaries for approximately two weeks. On February 26th, we had another burglary in the area with similar method of operation. On March 3rd, we caught a break in the case. An individual reported theft of her vehicle by her boyfriend. As the investigation continued in that case, the girlfriend indicated to the officers that her boyfriend might be breaking into homes in the area. Property from the other homes was recovered in the apartment. Our plain-clothes surveillance team followed the individual and called Maryland authority once we had obtained warrants for burglary. This individual he is facing burglary charges in Arlington, Fairfax, and Prince William County in Virginia.

Notable Arrest/Additional Information

· Based on a partial tag from a witness, detectives had been able to establish some leads in the armed robbery of the McDonald’s on S. Eads Street in Crystal City. Details will be in March report, but because of the work of two of our detectives, suspects from the robbery were identified and taken into custody in Fairfax County.
· As indicated above, two individuals have been arrested for the thefts from vehicles from the Rosslyn area. One of which was the main culprit and is responsible for approximately 50 incidents of thefts.
· In a case from October of last year, victim’s laptop that had been taken in a burglary from the 1800 block of N. Scott Street was recovered from a pawn shop. Detectives are working to identify who had pawned the stolen property.
· On February 10th, Police Department received a call for an assault that had just occurred in the 1900 block of Clarendon Blvd. The victim was in the breezeway of her building when a male grabbed her from behind. During the struggle, a building concierge heard the struggle and pulled the suspect off the victim. The suspect was taken into custody by the responding officers and the individual was charged with Abduction with intent to defile.
· On February 21st, a burglary occurred in the 1200 block of N. Scott Street. The suspect cut himself in his attempt to gain entry into the residence. Police responded, apprehended the individual, provided medical support and once cleared arrested him for the burglary.
· In October of last year, we were alerted by Alexandria Police that a credit card fraud was taking place at the Pentagon City Mall. The individual was arrested and waived his preliminary hearing on February 19th. He will be pleading to 8 felony charges in Arlington and is facing additional 42 charges in Alexandria.
· On February 21st, the officers from the 2nd District Team were working a plain-clothes detail at the Fashion Center to address a larceny issue from one of the smaller retail stores. As a result, the team apprehended two individuals that had stolen from multiple retail stores.

Potential Fraud

In the past we have had reported fraud attempts via the telephone using the Arlington County Sheriff’s Office or as IRS agents. The perpetrators of these schemes either impersonate a Deputy Sheriff claiming the victims have missed jury duty and they can avoid arrest if they pay a fine by providing their account information or buy a prepaid credit card or as IRS agent for unpaid taxes. The Arlington County Sheriff’ Office nor the Arlington County Police Department ever solicit payments over the phone nor threaten to make arrests if payments are not made. Additionally, we are not aware that IRS will call you over the phone for unpaid taxes.

Never give out any financial information to strangers over the phone. If you suspect there is a fine outstanding or a warrant for your arrest, please contact the corresponding agency directly. If you feel you have been the victim of this fraud, you can report the crime via the following options;

Pub Crawl

DC Events has applied for a permit with the Special Event Committee to hold a pub crawl in Clarendon on Saturday, March 21. The event was approved. The projection as of yesterday is that there will be approximately 2800 attendees, this number is down from previous years. Arlington Police will have officers working the event from 1PM to 3AM.
