September 6, 1018 Community Meeting Minutes

The meeting took place at the Holiday Inn and began at 7:05. NRCA Board members present were John Hummel, Terri Prell and Judy Brand

Board president John Hummel opened the meeting with Community Updates:

1. John presented a certificate of gratitude to Jeanhee Chong, Proprietor of Elim Boutique and Tailoring in Rosslyn. She has been a loyal financial sponsor for a number of years.
2. John summarized the financial report in behalf of treasurer Rick Froelich who could not attend. Finances were reported to be stable with Cash in the Bank as expected. Annual dues collection will be at the next meeting in December.
3. Mary O’Connor, Board member of BID, gave an update on airport noise. The problem continues to be difficult to solve especially with restricted flight patterns following 9/11. Results of a new study are expected within 9 months. Despite previous solutions there has been a 300% increase in complaints in the past 3 years. One positive development has been in the current cooperation between Arlington and Montgomery Counties.
4. Terri Prell reported on the Lee Highway Alliance under the auspices of POPS (Plan Our Places and Spaces). There is an important meeting set for September 15 from 10-11:30 am at the Russel Building, 4620 Lee Highway, to discuss potential development, area resident’s concerns about lighting, density, building heights etc.

John introduced our guest speaker, Alexcy Romero, NPS GW Pkwy Superintendent whose topic was the plan endorsed by the NPS for a Boat Dock, Boat Storage Bldg, and Support Bldg potentially to be constructed in the Rosslyn area. Mr. Romero gave us background information about the GW Parkway, its connection with 20 parks that have over 7 ½ million visitors to these sites. He explained that badly needed repairs to the Parkway and Memorial Bridge would take precedence over any new projects such as the proposed Rosslyn area Boat Dock Plan. The selection of the Upper and Lower Rosslyn site, endorsed by the NPS, is the culmination of over 12 years of study where other proposed sites were studied and rejected. The NPS gave serious consideration to preserving historical integrity of the affected areas, accessibility for the general public, safety, traffic, environmental and noise concerns. It would require boats to be launched from DC, allowing only non -motorized boats and would be accessed in Rosslyn by existing modes of transportation. This plan has the overwhelming support of the boating community. Although it was found to be the preferred site Mr. Romero emphasized that it is only a first step in a long process that will need collaboration with Arlington County and NPS to make the project a reality.
