Second District Monthly Crime Report (North) March 28, 2013 – May 1, 2013

Significant Incidents:

IMPERSONATING A POLICE OFFICER, 04/06/13, 1000 block of N. Irving Street. At 10:38 pm on April 6, a subject claimed he was a police officer and displayed a badge during a traffic stop. Further questioning revealed he was a medical assistant in a doctor’s office. Hussein Al-Rehaief, 38, of Sterling, VA, was charged with impersonating a police officer and failure to obey a highway sign. He was released on a summons.

BURGLARY, 04/09/13, 1400 block of N. Quinn Street. Between 7 am and 6:20 pm on April 9, a victim returned home from work to find several items missing from her apartment. Stolen items included cash, jewelry and a camera. There is no suspect(s) description.

ROBBERY BY FORCE, 04/11/13, 1400 block of N. Herndon Street. At 10:41 pm on April 11, a female victim was walking to her parked vehicle when an unknown male subject approached her. The subject forcefully stole the victim’s wallet and fled the scene by foot. The suspect is described as an approximately 25-year-old white male, 6’0” tall and 170 lbs. During the crime, the suspect was wearing a dark plaid shirt and a baseball cap.

COMMERCIAL BURGLARY, 04/19/13, 1900 block of N. Wilson Boulevard. Between 6 pm on April 18 and 5:30 am on April 19, an unknown suspect(s) entered a construction site and stole numerous tools and equipment. There is no suspect(s) description.

ATTEMPTED ROBBERY, 04/23/13, 1425 N. Courthouse Road. At 12:35 pm on April 23, a subject asked a victim for money. The victim stated that he did not have any money and walked away. The suspect then chased the victim and struck him several times in the face. Diavonte Dejean Barlow, 19, of Alexandria, VA was arrested and charged with attempted robbery and assault and battery.

BURGLARY, 04/28/13, 2500 block of N. 20th Road. Between 10:30 am and 9 pm on April 28, an unknown suspect(s) entered a residence and stole a Sony Viao laptop. There is no suspect(s) description.

BURGLARY, 04/28/13, 1500 block of N. Clarendon Boulevard. Between 1:40 and 4:45 pm on April 28, an unknown suspect(s) broke into a storage area and stole rolls of copper wire and several tools. There is no suspect(s) description.

BURGLARY (COMMERCIAL), 04/28/13, 1500 block of N. Clarendon Boulevard. Between 7 pm on April 28 and 6 am on April 29, an unknown suspect(s) entered a locked office at a construction site and stole several items. There is no suspect(s) description.

STRANGULATION, 04/30/13, 2400 block of N. 11th Street. At 12:15 am on April 30, a known subject approached a victim while she was walking her dog. The subject attempted to harm the victim before fleeing the scene with the victim’s cell phone and dog. Jonathan Jimenez, 24, of Hyattsville, MD was arrested and charged with strangulation, attempted malicious wounding, grand larceny, and domestic assault and battery. He is being held without bond.

Crime Prevention Tips - Bicycle and Pedestrian Safety

PROTECT YOUR BICYCLE FROM THEFT
1. Keep a record of your bicycle serial number, which is usually located on the bottom of the frame between the pedals.
2. If your bicycle does not have a serial number, mark your bicycle where your serial number would normally be by engraving your initials or a four-digit number of your choice.
3. Lock your bicycle using a strong, secure lock. Due to the incidents of bicycle larcenies with bikes using chains and cables as locks, the Arlington County Police Department strongly recommends the use of a U-lock, properly secured, to deter theft.
4. Secure the bicycle to a bike rack or any other immovable object.
5. Be certain to secure both wheels.
6. Register your bicycle.
7. If your bicycle has been stolen and you have not filed an Incident Report, go to the Recovered Bicycles web page.

RULES OF THE ROAD
1. Obey all applicable traffic regulations, signs signals and markings.
2. Observe all local ordinances pertaining to bicycles.
3. Keep right. Ride with traffic, not against it. Ride single file.
4. Watch out for drain grates, soft shoulders and other road hazards.
5. Watch out for car doors opening or for cars pulling into traffic.
6. Don't carry passengers or packages that interfere with your vision or control.
7. Never hitch a ride on a truck or other vehicle.
8. Be careful at intersections and when making turns.
9. Use hand signals to indicate turning or stopping.
10. Protect yourself at night with reflectors and lights.
11. Ride a safe bike. Have it inspected to insure good condition.
12. Ride your bike defensively. Watch out for the other guy.

The Law

Section 46.2-924 of the Code of Virginia reads in part:
A. The driver of any vehicle on a highway shall yield the right-of-way to any pedestrian crossing such highway:
1. At any clearly marked crosswalk, whether at mid-block or at the end of any block;
2. At any regular pedestrian crossing included in the prolongation of the lateral boundary lines of the adjacent sidewalk at the end of a block;
3. At any intersection when the driver is approaching on a highway or street where the legal maximum speed does not exceed 35 miles per hour.
B. Notwithstanding the provisions of subsection A of this section, at intersections or crosswalks where the movement of traffic is being regulated by law-enforcement officers or traffic control devices, the driver shall yield according to the direction of the law-enforcement officer or device.
No pedestrian shall enter or cross an intersection in disregard of approaching traffic.
The drivers of vehicles entering, crossing, or turning at intersections shall change their course, slow down, or stop if necessary to permit pedestrians to cross such intersections safely and expeditiously.
Pedestrians crossing highways at intersections shall at all times have the right-of-way over vehicles making turns into the highways being crossed by the pedestrians.
Pedestrian Responsibilities
Although the pedestrian has the right-of-way, one should not throw caution to the wind by not accepting any responsibility for their own safety. The pedestrian must look both ways before attempting to cross a street and all crossings should be in marked crosswalks. Crossing a street in the middle of a block where there is no designated crosswalk is not recommended.

The pedestrian has a responsibility to be considerate of the driver who has complied with the law and yielded the right-of-way. Cross the street as expeditiously as possible.

Drivers' Responsibilities: Yield to pedestrians ... It's the law!

MAINTAIN YOUR BICYCLE PROPERLY
1. Lubricate moving parts periodically.
2. Make certain that brakes work properly.
3. Tighten bolts periodically in order to keep handle bars, seats, pedals and wheels secure.
4. Keep tires properly inflated.
5. Maintain proper tension on chain.
6. Adjust the seat and handle bars for the height of the rider.

REMEMBER - Section 14.2 - 64 of the Arlington County Code requires that all bicycle riders age 14 and younger wear approved bicycle helmets.

STREET LIGHTS
The Department of Environmental Services, Transportation Engineering Division, has responsibility for 14,000 street lights throughout the County. The Signals Operations Team maintains 1,400 of those street lights while the remainder is serviced by Dominion Virginia Power.
