Second District Monthly Crime Report (North) August 8, 2012 through September 5, 2012 Significant Incidents:

SEXUAL ASSAULT , 08/12/12, 2700 block of Wilson Boulevard. At 1:50 pm on August 12, a female shopper bent down to retrieve a bottle of wine in a grocery store when a male placed his hand between her legs and on her genitalia. The subject laughed and walked away from the scene. Police located the subject approximately 4 hours later sleeping on a public bench. Frank Alex Bouknight, 24, of Washington, DC, was arrested and charged with sexual battery.

BURGLARY (COMMERCIAL) , 08/12/12, 2400 block of Wilson Boulevard. Between 2 and 9:30 am on August 12, an unknown subject(s) kicked in the front door of a business and stole two laptops and the store surveillance equipment. There is no suspect(s) description.

BURGLARY (COMMERCIAL) , 08/17/12, 2400 block of N. Lee Highway. Between 12:45 and 1:15 am on August 17, two subjects broke into a gas station and stole cigarettes, cigars, lighters and condoms. Police witnessed the crime and after a brief foot pursuit the subjects were taken into custody. Elmer Randall, 25, of Arlington, VA, and Camron David Rashed, 20, of no fixed address, were arrested and charged with burglary, petit larceny and possession of burglarious tools.

BURGLARY , 08/18/12, 1600 block of Clarendon Boulevard. Between 12:30 and 5 pm on August 18, an unknown subject(s) entered an apartment and stole a laptop, camcorder and camera. There is no suspect(s) description.

ATTEMPTED SEXUAL ASSAULT , 08/19/12, 2400 block of N. Custis Road. At 2:34 am on August 19, a female victim was walking home from the Courthouse Metro station when a male subject grabbed her from behind and forced her to the ground. The victim bit the subjects hand as he covered her mouth and then screamed for help, causing the subject flee the scene. The suspect is described as a white male, approximately 5’7” tall, weighing 200 lbs. He was wearing a white button down shirt and blue jeans at the time of the incident.

BURGLARY (COMMERCIAL) , 08/19/12, 2700 block of Wilson Boulevard. Between midnight and 9 am on August 19, an unknown subject(s) entered a business and stole cash, iPad and laptop. There is no suspect(s) description.

BURGLARY (COMMERCIAL) , 08/27/12, 1500 block of N. Wilson Boulevard. Between 7:00 pm on August 24 and 11:02 am on August 27, an unknown subject(s) entered a locked business and stole electronics. There is no suspect(s) description.

Crime Prevention Tips:

Arlington Public Schools - Tips for Students Walking to School or the Bus Stop
• Choose the safest route from your home to the school.
• Select a route that is most direct and has intersections with crosswalks when possible.
• Leave on time for school and/or in plenty of time to arrive at school or the bus stop.
• Stay on the sidewalk and be aware of traffic in the area.
• If there is no sidewalk, walk and stand facing traffic.
• When near the street, don’t push, shove, or chase other students.
• Students should not wear headphones or text while walking, as they may not hear the sounds of oncoming traffic.
• Cross the street safely:
• Stop at the curb or edge of the street.
o Look left, right, left and behind you and in front of you for traffic.
o Wait until no traffic is coming and then begin crossing.
o Keep looking for traffic until you have finished crossing.
o Walk, don’t run across the street.
o Obey traffic signs, signals and school crossing guards.
o Cross roads in crosswalks instead of making mid-block crossings.
• Be aware of drivers in parked cars that may be ready to move.
• Look for cars that may be entering or exiting driveways or alleyways.
• Do not enter the street from between parked cars or from behind bushes or shrubbery.
• Be extra alert in bad weather.
• Wear bright colors so that motorists can easily see you.
• Wait for the school bus at least 10 feet from the road and further away if the weather is bad.
• Never accept a ride from people not arranged or approved by your parents.
• Develop a buddy system and always walk in groups of at least two or three.
• If possible, an adult or older student should walk with young children.
• Students should not take shortcuts or cut through alleys, private property or across vacant lots.
• Students should immediately report anyone suspicious to an adult – a parent, school personnel or the school resource officer.

Arlington Community Preparedness Week September 23-29, 2012

September is Preparedness Month and because being prepared is so important, the week of September 23 through September 29, 2012, is “Community Preparedness Week”. The Arlington Office of Emergency Management and the Emergency Preparedness Advisory Commission are encouraging everyone’s participation. Participation will be easy and fun!

To get everyone started, attached is a “Save the Date” flyer we hope you will distribute to your respective organizations and neighbors with information about this week. We will be tracking the level of participation and if you have other ways to participate, we want to hear from you!!

Some things to think about… Organizations, how well prepared are your members? How could your group participate in the week? Are there preparedness activities your organization would like to focus on? Individuals, is your family prepared to shelter in your home during an extended power outage for example? Do you have a family emergency plan? Do you know how to get information in an emergency?

There are many ways individuals and organizations may participate during the week. There will also be a community exercise/community forum that will be held on September 27th, 7 – 9 pm, Arlington Career Center. Opportunities will be offered on line as well as in person. Some ways you or your organization can participate include:

Canvas your neighbors who may need help during an emergency and help with their plans
Request a preparedness program for your neighborhood or your organization

The Department of Environmental Services, Transportation Engineering Division, has responsibility for 14,000 street lights throughout the County. The Signals Operations Team maintains 1,400 of those street lights while the remainder is serviced by Dominion Virginia Power.
