Second District Monthly Crime Report (North)

March 2013

Significant Incidents:

A&B/2000 Blk. Arlington Blvd/140402-029- At 1145 hours, units were dispatched for an Assault &Battery that just occurred. Victim was working on a road construction crew when he was approached by an unknown subject. Subject was holding a golf club and asked the victim about work. Before he walked away he struck the victim in the arm. Suspect then pulled up his sweatshirt revealing a handgun in his waistband. The area was searched with negative results.

140401001 - Attempt Robbery - 1501 Arlington Blvd - at 2352 hours units responded to Best Western for an Attempt Robbery. The victim parked his vehicle in the parking garage and walked away from it. He noticed two unknown subjects approach and tamper with the vehicle. The suspects demanded the victim’s keys and the victim refused on two occasions. The suspects fled on foot in an unknown direction. There was a two-hour delay in reporting. (Fowler, Cymbalisty, Hernandez, Yeung)

140328040 – Barricade/MDO, 1204 N. Wayne St. # C. At approximately 1510 hours, DHS notified ECC that the girlfriend of the resident informed them that her boyfriend has been having psychiatric issues, and had just huffed 12 cans of “Dustoff”. Fire and Medic units arrived on the scene first. When the subject saw fire personnel, he fled out of his house, and began running around the area. He eventually reentered the house through a back door, forced his girlfriend out, and locked himself inside. When officers arrived, a perimeter was established. The girlfriend told officers that the subject had been having substance abuse issues, and had been suicidal. He had also owned a handgun, which she believed his father may have taken from him earlier. She also believed that his roommates, who were not present, may have guns in the house. Incident command was established, and a request was made for assistance from CNU, ERT, SOS, and off duty units. The PIO was also notified. Through the course of the incident, the subject’s family responded to the scene. The roommates were also contacted, and they confirmed that there were 4 guns in the house, and that they were electronically locked. DHS was contacted, and an ECO was issued.

CNU and ERT responded. CNU members Velez and Ruiz began a dialog with the subject, and eventually convinced him to leave the house. He was taken into custody without incident and transported to Virginia Hospital Center for an evaluation, where an MDO was issued. INDECENT EXPOSURE, 140321077, 1601 N. Pierce Street. On March 21 at 7:20pm, a suspect was observed masturbating in a park near two female victims. The suspect fled the scene in a light blue pickup truck. The suspect is described as a white male with white hair, between 55-65 years of age, and approximately 5’0”-5’6” and 220 pounds. At the time of the incident he was wearing a blue hat, beige jacket and blue pants.
BURGLARY, 140321036, 2250 N. Clarendon Boulevard. On March 21 between 7:00 and 10:00am, an unknown subject(s) entered a victim’s apartment and stole various. There is no suspect(s) description.

INFORMATION OF NOTE: Robbery, Abduction and Strangulation (140320045) 1545 Key Blvd. #42, Charlie Squad units were dispatched for an assault in progress. Officers located the victim who advised that her boyfriend forced her into her apartment, assaulted and strangled her. The victim managed to lock herself in the bathroom and call police. The boyfriend fled the scene prior to police arrival. The investigation further revealed that the suspect stole money from the victim’s purse. Warrants were obtained for the suspect.

BURGLARY, 140314020, 2300 N. Clarendon Boulevard. Between 5:55 pm on March 13 and 8:15 am on March 14, an unknown subject(s) entered an office and stole a Dell laptop. There is no suspect(s) description.

INDECENT EXPOSURE, 140315112, 2020 N. 15th Street. On March 15 at 10:59pm, an intoxicated 26 year-old woman arrived at the Magistrate’s Office naked to visit her husband who was arrested in Clarendon earlier in the day. The woman refused to get dressed or to leave in a cab. Maura Fussell, 26, of Reston, VA was arrested and charged with indecent exposure and drunk in public. She was held until sober.

DESTRUCTION OF PROPERTY (series) , 140315059, 1600 N. Oak Street. Between 7 pm on March 14 and 9:30 am on March 15, an unknown subject(s) smashed windows on numerous vehicles. No items were reported stolen and the investigation is ongoing.
INFORMATION OF NOTE: 2300 Wilson/Burglary/140313-020-Units were dispatched to the above address for an unknown suspect in a secure area. Victim saw the suspect going through his brief case. Once discovered, the suspect fled the scene and was subsequently detained in a neighboring building. Warrants were obtained for burglary with intent to commit larceny. (Davis, Rodriguez ,and Ramos).

During the month of March, two “Bar Crawls” were held in the Clarendon, Ballston and Courthouse areas. The larger of the two was held on March 15 and was primarily held in Clarendon. The Police Department staffed a large group of Officers to deal with intoxicated patrons and any alcohol related incidents. The size of the crowd (estimated at 8,000+) in Clarendon required additional police officers for security. The Second District is aware of the impact these events have on the community. We are working with the County Attorney’s Office, the County Manager’s Office and other County agencies to form a plan of action in dealing with these types of events.

Crime Prevention Tips:

Vehicle Security:


• Lock all vehicle doors.

• Remove valuables from vehicle.

• Never leave a GPS device affixed to the windshield when not in use, remove and store in console,
glove box, or better yet, inside a home.

• Lock your vehicle even when parked in a garage.

• If your vehicle has an alarm, please activate when the vehicle is not in use.

• If you have an alarm service, i.e., On-Star, Lojack, please keep current on monthly fees (in-service).

• Be familiar with your vehicle information (VIN, Registration number, Insurance carrier) should an
incident occur.

• Never leave your vehicle idling without someone in the vehicle.

• Never leave a spare key hidden within the vehicle.

• Never leave a key in the ignition (unattended).

Home Security:

• Lock all doors and windows to the home when away (vacation, running errands, etc). This holds
true at night when you are sleeping.

• If the home has an alarm system, please use it.

• If you have an attached garage, please close the door. If on vacation, deactivate the automatic
garage door opener.

• Change your alarm code every once in a while.

• Lock all interior doors leading to the main house. This includes basement and garage doors.

• Use exterior lighting. Flood lights, motion detectors, lamp posts are essential to deterrence.

• Trim bushes around windows.

• Do not leave valuables in plain view of a window, i.e. a purse sitting on a table next to a door or
window.

• If you "hide" a door key on the exterior of the home, be sure it's well hidden. It's better to give the
key to a neighbor.

• If you have extension ladders in the tool shed, under a deck, etc., it's worth securing with a lock.

• Secure all tool sheds (easy source of tools to gain entry to your home).

• Be conscientious of open second story windows, decks, or other means criminals may use to climb
to a second story window.

• Make sure deadbolts are installed on exterior doors (single key, double key).

• Consider enhanced locking devices for sliding windows (pins).

• Get to know your neighbors, your neighborhood, watch out for each other.

• If you notice suspicious persons or activity, call the non-emergency police number

The Department of Environmental Services, Transportation Engineering Division, has responsibility for 14,000 street lights throughout the County. The Signals Operations Team maintains 1,400 of those street lights while the remainder is serviced by Dominion Virginia Power.
