MINUTES OF THE NORTH ROSSLYN CIVIC ASSOCIATION BOARD OF DIRECTORS MEETING
April 18, 2013

The meeting was called to order by President Jennifer Zeien at 7:30 PM. Board members Jennifer Zeien, Mark Antell, Paul Derby, Katie Elmore, Mort Friedman, and Landis Jones were present.

The Board member roles for the 2013-2014 term were agreed to by unanimous consent. Mark Antell will be Secretary; in his absence, minutes will be taken by Mort Friedman or Katie Elmore. Jennifer Zeien will continue as President and Paul Derby will continue as Treasurer. Katie Elmore will serve as 1st Vice-President and Terry Brown will serve as 2nd Vice-President. Mort Friedman and Landis Jones will be At-Large members.

Mr. Derby reported that the NRCA has 31 members, including five institutional members. The balance in the NRCA account is $1040.40. The Board discussed ways in which some of the balance might be used to increase the NRCA membership. Mr. Derby will explore the possibility of placing an advertisement in Rosslyn magazine. Ms. Elmore will request that the Rosslyn BID provide NRCA with their email distribution list; Ms. Zeien will review her draft request. Mr. Antell reviewed the latest meeting of the Radnor/Ft Myer Heights Civic Association. Ms. Zeien reported that applications for the County tree giveaway are due in June.

Mr. Friedman noted that the Alliance for Housing Solutions will host a panel on micro-units at 4 PM on May 15 as part of its State of Affordable Housing meeting. John Welsh of AHC, Inc. will be on the panel. From 6-7:30 PM, developers will present their plans and projects related to affordable housing, for the coming year. Persons wishing to attend should RSVP to katedahs@gmail.com. Mr. Friedman and Ms. Elmore plan to attend. Most of our correspondence with the County and others regarding the redevelopment of the Key Boulevard Apartments site is on the NRCA web site.

Mr. Jones reported that the next issue of Rosslyn Magazine lists the Wilson School site as “under study” for development. Ms. Zeien reported that the Countywide Coalition, a group of community leaders (e.g, civic association presidents, planning commission members) concerned about the future of the Wilson School site, met with several County Board members regarding their plans for the site; an additional meeting with the remainder of the County Board is scheduled for April 30. Panera Bread will occupy the site on the ground floor of 1700 N. Moore Street previously occupied by Tivoli. Ms. Zeien and Mr. Jones toured the 1500 Wilson Boulevard site.

Respecting the redevelopment of 1400 Key/1401 Wilson, Mr. Antell is concerned that the Skywalk will be entirely unavailable for a protracted period. Accordingly, he will work to ensure that the inconvenience to the community occasioned by its absence is minimized, by making the developers aware of the community need for the Skywalk and encouraging them to minimize the duration of its absence.
